the root issue lies in the legal structure of china. if i was asked to denote a digital camera to a legal institution such as a fundation, which is under both protection and scrutiny of laws, i would be more than happy to do do. the denotion would be for the fundation, not the person. personally i would trust 老山之眸 and believe he would use it properly for thodr fsllen soldiers. but the trust CAN NOT replace legality!!!
the corruptions in third world country are ramped, the root problem is the smae: lacking of legal structure; that includes both laws and proper enforcement. there is almost very little culture of laws in, vertually all of thrid world countries.
for example, when i propsed a legal fundation for the verterans and their families. here is unofficial response:

goverment would not run those fundations. goverment just registers those institutions according to the law. if anything in those institutions violates the law, then goverment just prosecute those criminals.

that unofficial response itself here is illegal in the eye of legality. that friend of 射天狼 was clueless regarding the law. what he said was an open invitation for illegal activities and corruptions. if i can set up a fund without protection and scrutiny of the law, then could I be prosecuted if i embezzeled the money from the fund? on what legal bases?
